Evaluation of the Minneapolis & St. Paul Funds for Neighborhood Development

This report evaluates the Minneapolis and St. Paul Funds for Neighborhood Development (MFND and SPFND), two programs funded by the Local Initiatives Support Corporation (LISC). The MFND and SPFND are unique funding sources for Twin Cities-area Community Development Corporations (CDCs). The purpose of both funds is to build organizational capacity through operating grants, technical assistance, and other LISC program initiatives and tools. MFND has a budget of $3.4 million and SPFND has a budget of just over $2.5 million for four years. Since 1999, a total of 19 community development corporations and collaborating neighborhood organizations were funded between the two programs: nine in Minneapolis by the Minneapolis Fund for Neighborhood Development and 10 in St. Paul by the St. Paul Fund for Neighborhood Development.
This report examines how the LSIC Funds for Neighborhood Development impact the participating CDCs' capacity and initiatives. It provides an assessment about the overall effectiveness of the FNDs.
